Solar manufacturers are uniting to rebuild the solar supply chain here in the United States.

With the passage of the Section 45X Advanced Manufacturing Production Tax Credit paired with the Domestic Content Bonus, we have a unique opportunity to implement a suite of policies to rebuild a competitive, environmentally friendly, and socially-responsible U.S. solar supply chain.

The SEMA Coalition has worked hard to advocate for policies that support a competitive, environmentally friendly, and socially-responsible U.S.-based solar supply chain. The passage of the Solar Energy Manufacturing for America Act tax incentives as part of the Section 45X incentives, along with smart trade policy, presents a momentous opportunity for member companies to build the full solar supply chain in the U.S., create American jobs, lower people’s utility bills across the country, generate electricity with American-made products, and make our country energy independent. While the advanced manufacturing production tax incentives are historic, there is much work to be done to ensure that it is successfully implemented to realize that vision.

SEMA’s Priorities

We believe that the right set of policies and tax incentives can allow us to build a globally competitive, American solar value chain that will continue to innovate and drive down costs over the decade. The enactment of the 45X Advanced Manufacturing Production Tax Credit and Domestic Content Bonus was a key start - now we need to fine-tune the details to deliver manufacturing investments that will achieve these goals.

Maintain business credits such as the Section 45X Advanced Manufacturing Production Tax Credit, which has already enabled billions of dollars in private sector investment.

Direct taxpayer-funded manufacturing incentives towards companies invested in and committed to building out the American clean energy supply chain, not companies controlled by Foreign Entities of Concern.

03.

Enact fair trade policy for both U.S. producers and consumers, ensuring enforcement when nations or companies break American and international trade laws.

04.

Maintain incentives to buy American-made solar products by American workers to drive demand, such as the Domestic Content Bonus for energy generation business credits, to ensure we are not reliant on Chinese-controlled supply chains.
