The Solar Energy Manufacturers for America (SEMA) Coalition commends the Agencies for providing the opportunity to comment on the proposed non-availability waivers for domestically assembled solar modules used in federal financial assistance awarded for infrastructure projects. While the SEMA Coalition appreciates the balance the administration is attempting to strike by supporting swift energy deployment, American solar manufacturers will have more than enough solar modules that meet the Build America, Buy America (BABA) standards to support these federal projects over the next three years. If waivers are finalized, we recommend the Administration at least impose Foreign Entity of Concern (FEOC) restrictions on these waivers so Chinese-owned companies assembling solar panels in the U.S. don’t benefit from American taxpayer dollars.
